Laurence, I can't answer your question specifically with regard to Graffiti, but I can give you my opinion as a use of Boris Red (which has Graffiti integrated within it as its titling engine). As such, Red does a great job of handling advanced titling very well and is rock solid. It is comparable in functionality to NewBlue's product (except that the Boris product actually works). I would highly recommend downloading Graffiti and installing it as a trial version. If it performs to your liking, then buy it.

I have BCC-7 and Red, so it sounds like it may be redundant.

Since you have Red, Graffiti is definitely redundant. With regard tot titling, Red does absolutely everything that Graffiti does and much more. I have found that creating several commonly-used Red titling presets in Vegas really makes for an efficient workflow. All I usually do is drop the effect on my clip, enter Red, then change the text string and I'm done.

OT: I have BCC (only) and thought not long ago that I could whip out some quick text to avoid the Vegas and NewBlue titling options.

Nope. In BCC, it's extruded 3D text or nothing. I get all the fancy-schmancy BCC effects, even the Graffiti-like text generator, but no basic text output. Made me chuckle...not quite sure why. Yet, I am pretty sure that I won't buy a bunch of Boris FX stuff with vastly overlapping function/effect.
