Broadcast Colours, when?

Can anyone give us some pointers on Broadcast Colours?
I understand what it is (roughly) but when is it neccessary to use? Is there a difference between the use of broadcast colours for PAL and that other thing? (I'm in PAL-land). Are the standards set by the individual TV companies or associations like EBU or what?

As I Understand this, using the Broadcast Colors locks colors within an acceptable range to meet broadcast standards. This prevents wierd colors and unexpected results. The standards are ancient and apply to all legitimate broadcasting companies.
The color standards are set when you use preferences for NTSC or PAL respectively.
