Broadcast Safe

I've just finished 13 new episodes for PBS and I after correcting each clip to safe standards I also applied the "Broadcast Safe" filter in the master bus. Now PBS is telling me that the levels are high. I look at my timeline and my Broadcast Safe is ON. However when I take the rendered file and drop it on a new timeline it is Hot! I take that same file and drop it on Vegas 17 and it's just fine. It was rendered with the Properties for video being "Pixel Format - Legacy 8-bit". I thought that was supposed to solve the problem as I had run into this before.

What is the solution. Vegas 22 shows it as being safe until I render it and then it comes out hot. Vegas 17 shows it as being just fine after the render in Vegas 22. PBS has the final say and they say "no go" so I'm sure at a loss.

Dennis just called me and told me I should be using the "levels" filter instead of the "broadcast color" filter. I've just tried that and it brings levels down correctly, but it makes everything look very dull and grey.

Given Studio RGB levels, the TV or player will expand them back to the original view.

Why not use 8 bit full which automates levels conversions and gives a preview that is not gray?
