Try this:

Create a new project.
Insert a video track.
Insert generated media, i.e. "Sony Solid Color"

There is a keyframe controller here, and it works if you can ever get the keyframes into it, but the button that locks the keyframe cursor to the timeline cursor doesn't seem to work.
