Bug in rendering "Light Rays" video effect

This only affects users working with stills where the "Light Rays" video effect has been applied.

Problem:
My latest project includes animating an exploding star using still photos taken by the Hubble space telescope. To do so, I use a still image of a star field and apply the Light Rays effect. The still is 5 seconds long with a keyframe at 0 seconds where the Strength slider is 0, and a keyframe at 1 second where the Strength slider is 1 (to make the star "explode" during the first second). After the 1 second keyframe there are no other keyframes. However it is important to note that the "Noise" slider is set to 1 to make the light rays quiver through the entire clip. When playing the clip within Vegas the rays do quiver throughout, but when viewing the rendered clip they do not.

Cause:
It seems that during the rendering process, Vegas determines that the image should not change after the keyframe at 1 second since there are no additional keyframes and the clip is a still photo rather than a video. It does not take into account the fact that the noise setting continues to modify the image throughout.

Workaround:
Add another keyframe to the end of the clip.
