I'm starting from scratch. I am building a brand new computer system and want it to be optimized for Vegas Pro 9. I am not a computer greek so please reply in the language for "Computer Dummies"
.
I need to know about everything.

What CPU, How much RAM. What type of hard drives? Video capture card? Not shure what else.

Any suggestions on who should build this for me?

I will be editing in HD but do not know what camera I will be using yet.

Hello,
I am far from a specialist in this, but I have built a few computers, and the last one was optimised for video editing in HDV. It is running in W XP Pro SP3. Will probably convert to W7 in some time.

Suggestions;

Processor;
Do not consider anything else but a quad core processor > 2,8 GHz
This can handle the heavy HDV files, and do the rendering fairly quick.
Intel Core 2 Quad Q9550 2.83GHz Socket 775
or
Intel Core i7 Quad Processor i7-860 2,8 GHz Socket 1156

Motherboard;
ASUS P5Q Deluxe, P45, Socket 775 (if you go for the Core 2 Quad processor)
or
ASUS P7P55D, P55, Socket 1156 (if you go for the Core i7 Quad processor)

RAM;
If you plan to run Windows 7; invest in 8 GB RAM of good quality. Important for working with HDV. Type depends on which motherboard you go for.

Hard disk (system disk)
Western Digital VelociRaptor 150GB 10 000 rpm SATA
This is a very fast hard disk which will run your system smoothely.

Hard disk for video material;
WD Caviar WD1001FALS 1TB 3,5", SATA, 32MB Cache, 7200RPM
Important; 7200 rpm for video handling.
Data transfer speed 300 MBps

Graphic card;
Sapphire Radeon HD 5770 1GB GDDR5
Important; the graphic processor must be able to handle HD

You will most likely also need Blu-ray / DVD writer. I have got this one, and I am satsified;
LG Blu-Ray Recorder DVD/ CD/ DVD-RAM SATA Internal BH08LS20
This will take care of your HD video in full quality on a Blu-ray disc, but can also produce good quality DVD.

Go for a full HD display.

Suggestions from a pure amateur, but the configuration will do the job for you :-)
