There is too much to just make it simple but since you asked....
If you are running V13, do a loudness log output of your timeline. Scroll all the way to the bottom and make sure that your total is at least -23.

Basically what you want is the Integrated LFUS meter (on the Vegas Loudness Meter) to be as close to -24db (in the USA) as possible without going over. It's worth watching the video to understand how to use these new specs to get the most out of your mix.

The European EU R128 standard is -23 LUFS.
The US ATSC A/85 (CALM) standard is -24 LKFS.

In most practical use, any program that meets US standards also meets European standards. The converse is not always true.
