My problem is that I want the lower third to basically just appear in the middle of no where. The tutorial shows you how to make a lower third that pops out of the corner of the screen and they achieve that using keyframes. I can't find a way to a make a lower third like the one above where the line just kind of appears.

Here is me trying to recreate that in vegas, its very slapdash and far from perfect but it will give you an idea of how it can be done. Plan out your masks more carefully than I did, you should create the outline outside of vegas cuz it's a lot easier, animate the text at the end with pan crop I tried to use a short cuz to achieve the same aniation but it didn't work. Also I masked the text wrong. Yeah masks don't like me in vegas in general.

here are 2 videos I made a while ago . You could replace the Fireworks graphic with a Toon banner shape , or whatever shape is needed to "Pop out" in the middle of nowhere . Banner and Text do not need to appear simultaneously I think everyone will get the idea . "Sliding" things became boring . I actually submitted both of these as Vegas Tutorials , but still on hold . That's ok , Here are the 2 videos minus other notes . .

Untill a few years ago I made them self with Vegas internal options, but you have to make a lot of edits so it takes time to make them not all the same.
I tried the FASTT APP Title Strip, that works very easy with a few mouseclicks, so I bought them to use them now and than but not always.
That app shows up in all my Vegas Pro & VMS PL versions and looks like this if used:
