I was wondering if DVD Architect had the ability to make discs in whatever format karaoke discs happen to be. If anyone who knows or has had experience with this please inform me as to how this can me done.

DVD architect can't provide this format at this time. you need separated text layers/sublayers, ability to change/shift audio keys, and that's a fairly advanced feature. Karaoke disks come in VCD format, CD+G formats, and now in DVD9formats, with subtext layers, multilanguage layers, etc.

If i just made a video of the text with maybe a picture in the background, then made a regular DVD of it, would there be any way to somehow hook a mike to the television? I guess that seems a little far fetched, I might look into buying one of those programs.
You could add the text in Vegas, then render for DVDA, then connect a mic to the TV, but most Karaoke systems have a separate line out, or mic input, before combining the video and voice on the TV. At least those that I've seen do.
