Can I make a 4K blu-ray with Movie Studio 13?

I am thinking of getting Movie Studio 13 to make 4K blu-rays of my video game playthroughs (just for myself), can MS13 do this? Which tier/version should I get (I saw several different tiers/versions of MS13)?

Any help with this stuff would be greatly appreciated.

I have a 4K HDTV & monitor, but I don't have any software that can make a 4K Blu-ray, so all I can do now is make a 1080P Blu-ray and then upscale it to 4K on my 4K HDTV (which isn't as good as the original 4K video).

DVDs are 720x480. BluRays are 1920x1080. So technically there's no such thing as a 4k BluRay. 4K is a whole other animal (Ultra HD) that requires a special player as well as a special TV.

How did you plan to play 4K through your TV?
