Can MS make animated GIFs?

Is there a way to have MS make animated GIFs for websites?

If not directly, can someone recommend an AVI to animated GIF converter?

I like the Viscosity program that Sonic Foundry used to sell. Sadly, they don't offer it anymore. I've found it online at various places from the original authors, Jedor.

It's shareware, but they want $179 for the license.

A freebie i've used with good success is Take ONE, which is available here:

With both of these programs you'll have to render your video segment to uncompressed type 1 AVI first before importing it.
