Can quiet clips be fixed?

I was handed an audio file that had something way over driven during the recording process. As I wasn't involved in tha I don't really know what happened, however when I magnify the wave forms there are a lot of flattish spots where I would normally expect curves. I was thinking I might be able to make it sound better using clipped peak restoration, but in the file's current format it only runs at -5.4db, and from my experiments it looks like clipped peak restoration ignores it because it isn't "loud" enough.


As I'm typing this, I think perhaps I could boost the volume of the track so the flat spots are at "0", render it, and try again, but that doesn't seem like a real viable option.

Is there a way to make clipped peak restoration recurve the wave forms even though they aren't currently at 0+? Is there something else in my V egas/Sound Forge/Acid Toolbox I'm ignoring that might help make this piece sound better?
