Can Sony Vegas alone achieve this glow effect?

I want to achieve these kind of glow that comes from the left side of the screen and leaves from the right side in a swift manner.

Try the Light Rays effect. You won't get it as nicely defined as those examples, but you can get a good bit of the way there.
