There are as many flavors of AVI as there are jelly beans in a 5 gallon jar.

Post your complete media properties using MediaInfo (free from SourceForge) and someone will be able to help you.

Looks like a standard DV-AVI to me.

The only thing I can figure is that it may be a Type 1 (Microsoft) rather than a Type 2 AVI.

To convert it, download Virtual Dub (from www.virtualdub.org), open your file in it, then do a Save As to save it as a new AVI. This new file should load perfectly in Vegas.

I don't know much about Virualdub, but this http://www.videohelp.com/tools/DV-Type-1-to-DV-Type-2-Converter might be easier.

If the file was captured in Windows Movie Maker, it may not open in Vegas. Try the suggestion offered, and let us know if it helps.

I used the converter from videohelp.com and it couldn't convert it, saying it was not a DV Type 1 file.

It's only 3 minutes. Upload the original clip somewhere and let us have a look at it.
You haven't installed any codec "packs" on your computer, have you? Don't.

It is now on you-tube at

I haven't loaded any codec packs that I know of.

To enable members to analyse the problem you'll need to upload the original clip to something like Dropbox. Youtube will re-encode it.
