Nope, I can't open it in Vegas Pro 8.0c either.
Just a guess, but I notice that the .jpg photo in question has a Color Representation listed as "Uncalibrated" under Properties/Details. It's possible Vegas does not accept this designation. A Color Representation of sRGB works for me.

It's in CMYK mode -- that might be the problem.

I tried it in Vegas as-is, and Vegas wouldn't even preview. Opened it in Photoshop, went Image > Mode > RGB, saved it, and Vegas could use it.

Went to Photoshop again, changed it back to CMYK, saved it, and Vegas wouldn't recognize it.

Yeah, that file comes up as CMYK 32 bit. Most Jpegs are RGB 24 bit.
One or both of those params is too "out there" for Vegas, probably the bit depth.
