You can do that with Vegas4+DVD. The "+DVD" means there is another product called "DVD-Architect" besides Vegas 4 which can do that job.

It takes a special "DVD Authoring" program to create DVDs. This is what DVD Architect is for. You can use either VV3 or V4 to prepare the video, but you must use an authoring app to actually burn that video onto a DVD and create the menus, etc.. Besides DVDA, others are using DVD Complete from Dazzle, ULead has DVD Workshop, Sonic has DVDIt!, Pinnacle has DVD Impression, etc., etc..
