I finally got a reply from Magix that made sense:

Hello Thank you for your message.
VEGAS does not take advantage of the VCN standard at this time.  The system requirements for AMD/ATI support are as follows:
AMD/ATI® Radeon with 4 GB and VCE 3.0 or higher (Radeon Pro series with 8 GB for HDR and 32 bit projects)

We sincerely appreciate the time and effort that you have taken to explore the software and to share your information and opinions with us. It is very important that we receive this type of feedback so that we may better serve our customers.

This however does still not explain why it doesn't work with the VCE "emulation" AMD claims this card has, and both Adobe and Blackmagic somehow DO see.

Anyhow the message to Vegas users is do NOT upgrade to the new 5700 GPU as it will not provide any benefit whatsoever. Save your money and buy the previous gen cards that DO work, at least for H264 encoding.

I currently have a Vega 64 Frontier edition with 16 gb of HBM2 RAM. CPU is AMD TR 2nd gen 16 core. I can say the VEGA 64 is a beast in V17, but I was hoping that the new 5700 cards would be even better. I guess Ill just stick with what I have or switch to NVIDIA.

Based on other video editors, 5700XT is not an upgrade, it's very similar performance wise to vega64, and on paper is mostly loses to vega64, and in case of Davinci Resolve studio 16 it loses badly. Where it had a potential advantage was the hardware encoder, except it doesn't work (yet)
