Use PIPFX or Trackmotion instead. Pan/crop is the wrong tool for this purpose.

Unlock the 'Lock Aspect Ratio' & make the selection area in Pan/Crop taller to do what you're doing in the video but as 3POINT says Trackmotion is a better option, that affects the whole track tho,, so Picture in Picture is better still as it can be applied to a single event.
