If you are referring to a yellow-green bar then yes, I have the same. I had it in VMS4 as well as 6. I have no idea what causes it.
I use the pan/crop tool to keep it out of the picture. This also has the benefit of making the edges nice and straight - i.e. you lose the shaky Hi8 edges. I'm sure this also speeds the rendering time up.

One solution I found that has really helped is the Clean Crop plug in from CreativEase. It was fairly inexpensive and worth the money. It adds pixels to the frames, leaving a clean line. I also had this problem usually on the bottom as well. Clean crop does a great job taking care of this problem.

Since I got a digital cam for Mothers Day, I don't have that problem with the newer videos. I'm guessing the size must be slightly off from an analog camera.
