Capturing in NTSC to render in PAL?

Hello!

I have a question or doubt about the next project:

I live in Peru - South America (NTSC format) and I have family in Italy - Europe (PAL format).

I want to capture to me sending greetings and conversations to they who live in Italy.

For to capture my face I will use a video camara with 320 x 480 of resolution, the cature I will make with Video Cature 5.0 for edti with Vegas 5.0 but..

I MUST to CAPTURE in "NTSC" or "PAL"????...

And...

I MUST to RENDER OBLIGATORILY in "NTSC" or "PAL" the video file??

I know what my family has a computer in Italy with Eurpean standars, then, I WANT NOT to make fatal mistakes or erros when I am rendering the MPGE-1 file.

A video digital NTSC cans to see perfectly in a PC whit standars PAL?? or maybe the video digital in format NTSC don't will be see perfectly in a PC or DVD player with PAL formats??

I would like to receive your good ideas or good suggestions.

If they will watch the video on the computer screen it does not matter if it is NTSC or PAL.

If they will watch it on a TV-screen it MAYBE does not matter because most PAL devices also accept NTSC (but not vice versa).

So if intended to be watched on computer screen - just leave it as it is: NTSC.

If intended to be watched on TV and if you want to be absolutely sure - then simply select a PAL render template and ensure to have resampling enabled.
