Apps can do all kinds of things. What is it your client needs -- what's its purpose -- i.e. a video player or ? My guess is that you'd be best off Googling "app" + (whatever the purpose of it would be) + "SDK" (Software Development Kit) or "develop" or "build." And/or do the same to find a forum of such developers and pick their brains :)
