HERE ARE MY NOTES, HOPE THEY HELP:

CONVERSION FROM 16:9 TO 4:3 for VHS tape with LBX.

To make a VHS tape of the video with LBX. Change the previous widescreen V4 project
properties to NTSC DV. Save new project under a different name with VHS in name.
"sMITH-VHS".

THIS STEP MAY NOT BE NEEDED:
Insert the 3D LE plug-in into the preview window Video FX chain (or each individual clip where needed) and use the
3D LE crop controls to make the fake LBX borders at the top & bottom.
If you don't do this, you will only get the electronic LBX bars on all parts of
the video except on the photos that were moved with "track motion".
These photos will move past and over the electronic LBX bars, an unwanted effect.

Render to a new track, choose NTSC DV as the format.

After render is finished, save project, and close it.

Open the rendered new track file you just made in a new NTSC-DV project.
Drag file to timeline, set in & out markers for entire file.
Print video to MiniDV tape.

>>> Can a video shot in 16x9 be imported into a Vegas 4x3 Project with letterboxing??<<<

yes it can - and it is very easy.

1> Bring all media into a NTSC DV (720x480, 29.970 fps) Vegas project. Make sure the media flags are set correct - in other words check that pixel aspect ratio is set for 16:9. [1.2121 (NTSC DV Widescreen)]. You should be seeing a 4:3 image with letterbox.

2> Do what you need to do edit wise. If you don't need to do anyting than skip this step. ;)

3> For render use the setting of "NTSC DV (720x480, 29.970 fps)". Now here is the important part - for letterboxed output make sure the option that says "Stretch video to fill output frame size (do not letterbox)" in *unchecked*.

For PTT you should be set.
