Changing the appearance of a scene without using a transition

How can I use a video fx plug in to change the appearance of part of a scene but then have the rest of the scene look normal without the effect? I realize I could use the effect on a scene and then use a transition to the other scene the way it normally looks but I wonder if I can do it with a scene without using a transition? One long flowing scene where in part of it I'm using a video fx plug in. I hope I am explaining what I'm trying to do.

You can fade one of the ends for as long as you want the effect to run, then drop the effect onto the fade.

Use Keyframes to tell Vegas when to start using the effect and when to stop using the effect.

Keyframes and envelopes are two of the most powerful Vegas features. They get you beyond the basics and open up an entire new realm of features. If you thing Vegas is good at the basic level (it is) it much more powerful with more advanced things and worth the investment in time to learn them.
