There's a chroma effect plugin that comes with VV. Just put it on the track and select the "blue" with the eye-dropper. This will take it all out (unless there are shadows).

Yeah, I'm using Vegas but I want to output the footage on a transparent background as a file out of Vegas, is there a program I can use to do this?...

You don't need another program to export transparency informtion: the Vegas "Render As" AVI "default (uncompressed)" template renders the alpha channel, so any program that can support alpha channels in AVI can use the transparency information.
