Is there a plug-in for click/pop and noise reduction available for Vegas?

Yes. Sonic Foundry (Sony) Noise Reduction Plug-In. I've cleaned hundreds of 33 rpm and 78 rpm records, plus done dozens of other restoration projects. It's the best there is.
