Clipping video

Is there a way to clip the bottom portion of the video to eliminate the tape noise common with video 8 cammeras? I guess a digital 8 doesn't have this problem but I'm currently working with an annolog hi8 cannon connected to a an ati all-in-wonder 32mb capture card.

Use Event Pan/Crop. If you turn off the Lock Aspect Ratio and Size About Center buttons, you can drag the bottom crop line up to cut off this portion of the image.
