No. Most editing software only has a license for an MPEG2 Encoder. Decoders generally come with other software like Power DVD or something, or you can purchase an MPEG2 decoder.

The MPEG2 format is a licensed format, and must be paid for by somebody.

Thanks for the explanation. I thought that I had both an encoder and a decoder in my editing software.

I have PowerDVD but I can not play the MPEG2 files that I have created. PowerDVD only looks for IDO files. Anyway around that?
