Color Correction Process

While attempting to correct color in Vegas 5 what tool should I apply first? Are there any rules of thumb such as always adjusting one setting last or one first etc.?

Start with your offset (a.k.s pedistal or black) level and your gain to get the luminence in the proper range.

Then, adjust your colors: blacks (low), then mids, then highlights.

OK, offset, gain then pick your low, mid high.

Then levels, bright/contrast should be applied after the color correction if necessary?
