A number of approaches can be taken, but the one that's generally most effective is:

Copy the video onto two tracks.
Make the lower track black and white.
Generate a mask out of the upper track, using the color wheels to leave you with only the desired color.

is the masking of the object going to move up down and twirl around with the moving image?
or isnt the masking stationary (only masking one area thoughout the video) ?

There are 3 veg files that teach this on the Sundance site. Joe Sacher did a very nice 'demo' veg as well, to teach how to do this. There is also a tutorial in my book on Vegas, plus an article on the DMN.
