Why do you do not want to split to video? and .. how gradual or sudden do you want this change to take place?

I believe your version of Vegas has keyframes for the effects. Add the B&W effect. There is a small timeline at the bottom of the effect window. Set the effect to 0.000 (full color) at the beginning. Add a keyframe (#1) using the <+> button where you want the color to start fading. Add another (#4) where you want full color restored. Add two more (#2 & #3) between those two where you want the fade to B&W to end and where you want the fade back to color to start. Now set the effect to 1.000 (no color) at the inner two keyframes.

When the clip plays it will stay at full color until #1, fade to B&W by the time it reaches #2, stay at B&W until it reaches #3, then fade back to full color by the time it reaches #4.
