It won't recognize jpeg files that are already on the laptop as well.

There are several kinds of jpg files and you might have to get software like "Photoshoshop" or "Adobe Elements" or Painter Pro to change the files to something Vegas can read. jpg is the older standard and they also have jpg2. I have no trouble at all with the jpg file ending.
Vegas can accept the following files:
aaf, cdp, cda, vox, txt, gif, jpg, aif, mpg, mp3, ogg, psd, png, mov, qt, pca, swf, tga, tif, veg, avi, w64, wav, bmp, wma, wmv.
