Configuring Video Levels

Sorry ahead of time for what may be a newbe question. I am an old hand at televsion production, but relatively new to digital mastering. I have made a test DVD with a luminence stepping slide. I've found when I play the mastered DVD on my home television, I see crushed blacks while at the same time whites 80% and above go through the roof. The preview video within Screen Blaster looks perfect.

My television brightness settings are not the culprit as they are set to a baseline and tweaking didn't help. I assume I have to compensate for the disjiont from editing to authoring. I am looking for a method to establish a baseline (or template) for black, brightness, color and hue so the compiled DVD is the same as my preview. How do I do this?

DV will output whites and blacks that are outside the legal limits for broadcast.

If you want standard television black, your RGB settings should be 16,16,16.

I will do a search because I forgot what the 100% white levels should be. Maybe someone else will find it while I search.
