When rendering from Vegas, just click the "custom..." button, on the Video tab you'll see settings for the various min/max/ave bitrates (if doing VBR) or the bitrate for CBR.

You probably don't want to go for the max, as it could cause issues with players not playing your material correctly.

What would suggest as the highest SAFE bitrate?

Opinions will vary. Most opinions seem to be 8Mb/s.

8Mbps is probably a good maximum figure. The default in Vegas for VBR encoding is 6Mbps average / 8Mbps maximum. I often use 6Mbps as a maximum as this will sometimes allow smoother playback on some older players.

Higher bitrates quickly reach diminishing returns. I think the difference in picture quality between 5Mbps and 8Mbps is less noticeable than the difference between 4Mbps and 5Mbps. Your milage may vary based on your material and the amount of motion and noise it contains.
