So when you drag and drop it onto the Vegas timeline you get nothing? No Image or sound? I am not following what you need.
You should be able to drag and drop the file to the Vegas timeline, select the range you want to render, and "render as" Sony AVC.mp4. You can pick an AVC profile that matches the format of your source media.
I've updated my Vegas from 9 to 13. It did work after the upgrade with the other media. This is new media and won't open. So, yes this has happened before, but it s little different.

While it's a ProRes file which Vegas can normally handle, I noticed the line that says Chroma subsampling : 4:4:4. Hopefully someone else can confirm it but I don't think that Vegas can handle a 4:4:4 file.
You'll need to find a friend with a Mac or ask Shutterstock for a different file type that Vegas can handle.
