This would depend on Waves. If they have a default format that is compatible - why not?

Open a Waves plugin in PT
open a preset you want to convert.
On the plugin menu bar click on "SAVE"
Select "Save To New File" (you want to save it as a .xps file)
Give it a name and select a place were you can find it.
close out PT.
Open that same plugin in Vegas, Acid, or SF
On the plugin menu bar click on "Load"
Open Preset File........
Select the .xps file you saved.
