Not sure if Vegas will do this without rendering, but it should be quite fast for you to try and see.

If Vegas does insist on rendering, you can use TMPEG (free download from http://www.tmpgenc.net/e_main2.html) tools to split or join MPEG files. It works great.

In Vegas, MPEG always gets re-rendered when you create a new file.

Far as I know, just about anything will re-render mpg1 &/or 2, which is why the wealth of splitting/joining util.
