Not that I know of, simply because if you have more than two tracks which ones would the transition apply to?

You can however do what you're talking about using A & B rolls. This is the same as what is (used to be?) done with film. There is an icon on the track header pane that lets you switch it into an A&B roll. You put first clip on say A roll ( the top one) and next clip on the B roll and then the track in between is where you specify the transition. The amount of overlap determines the duration of the transition.

If you're not used to editing in a non linear environment you may find using A&B rolls easier to start with.

You can accomplish most transitions successfully from one track to another. Overlap the events on their individual tracks the same way you would if they were on one track. Add a fade out on the first event and a fade in on the second so that the fades correspond with the overlap area. Add the transition you wish to both fade areas. Some transitions will work well this way. Some will work better if you apply them only to the second clip and a very few will work better if you apply them only to the first. There are also some that won't work well at all this way, but most will.

Nope. Sorry. I don't think any NLE will allow that. Now, you can put a transation at the end of an event at one track and the other will show through benigh. Just make a fade at the end of an event and drop/drag your transition there.
