crossfade/dissolve levels rise

I'm having a problem with crossfades and dissolves. In both cases, the video levels rise during the transition and then fall back when complete. Has the effect of making the scene bloom during the transition. Black floor comes up as well as peak white level.

Both tracks are set to black ~ 0, white peak ~100. During the dissolve white gets to 110 and black is about 10.

Am I missing something obvious?

Background black in Vegas comes in at computer levels which is illegal black for video. It would be nice to have an option to change this. When fading to black in Premiere you get a proper video black level. To solve this in Vegas always put a black media generated track below your video and set it to 16,16,16. When fading to white it should be 235,235,235.

Actually, my question is not addressed, perhaps I can be clearer.

I have two tracks that I'm doing a crossfade or dissolve between. Both tracks are adjusted to give 0% min, 100% max on the waveform monitor. During the crossfade, the image blooms and watching the wafeform monitor it appears that black rises to about 10% and white rises to about 110%. Is this the expected behavior? I don't think so because it certainly doesn't look good. It doesn't seem to matter which type of crossfade or dissolve I use, I get roughly the same thing.

Could it be that black levels should be set to -10% (computer 0) before compositing and only limited to 0% on the final output?

Any help would be appreciated, I can't get a decent looking dissolve.

What if you right-click the crossfade and pick a different fade type?
