This is often an indication that your system is not able to refresh quickly enough to keep up with the playead's movement.

It could be that you lack RAM or a fast video card or fast processor. Or it could be that you're editing hi-def video and your power is being redirected to your playback rather than screen refresh.

You can sometimes improve this playback by reducing quality level of the playback in the Preview monitor to Draft/Auto.

But the main thing is, of course, to ensure that your project properties match your video source precisely. (Although this may not be possible with some non-camcorder-based video, which may use non-standard codecs.)
