Cutting large files with In/Out points

If I have a 6GB mpeg2 file (compliant) that I want to burn 30 minutes of to DVD, and I set the In and Out points for the 30 minutes I want, why doesn't DVDA2b cut that section of the file and make the VOB from it? If I ask it to re-encode that is what it does, it just encodes the 30 minutes, but if I don't re-encode it attempts to put the whole 6 GB onto the disc. Is this normal? I'd have thought it would lop off the bits of the mpeg that it didn't need (to the nearest full GOP either side of the I/O points) and turn it into a VOB.

Is it just DVDA or do all programs handle it this way?
