It can as of 3.0 and later - invoke help, select the index tab and type the word "data" - admittedly it's very limited in what it allows (everything is in a directory below root) which is why I use a general purpose burning program like Copy2DVD for anything really fancy such as autorun files or what have you.
If this is a single file, you're running into a limit imposed by the file system used on Video DVD's. If you want a larger file, then you need to create a true data DVD using something like Nero.
I was burning 7.5 gig m2t files (1080i x 60p 25 meg bitrate) with Nero to dual layer + discs and when I play them back when I hit the split (Nero always centers the split with DVD-ROM setting) the player (Avelink-JVC) looses sync for a bit then recovers. The same file with WMV 8 meg bitrate plays flawlessly but the quality is not good. So I was just wondering if DVD-A4 could write the data files.

Even if DVDA could burn DVD's with a file system to accomodate your size requirements, there's a good chance you'd still run into a stumble on the layer change. It's easier to buffer data (not as much memory needed) for doing something like a layer change at 8MB/s than at 25MB/s.
