deinterlacing video source

I have been playing around trying to filter some noisy captures and always notice that there are these strange horizontal lines as I step through the source(The source material is 8mm tape captured through a Sony Digital8).

Is this due to having an interlaced source playing on a pc video screen?
Does it make sense to deinterlace? Is there any benefit for mpeg encoding
and DVD production?
