Are you talking about blanks on the timeline, or segments of a source or finished video? There are tools (Timeline Tools is one of them) that will detect blank spaces on a timeline.
Yes, in the timeline. When detecting scenes I come up with many blank scenes and am looking for a way to select and delete these blank scenes. Trying to ditgatize some old home viedos that are on vhs tapes.

Don't know about anything that will do that. The filter would need to be able to determine what you consider to be video and what is just blank video. Since analog video, especially VHS has a lot of noise in the signal, that might be hard to do. But some people on this forum are quite knowledgable about digitizing and cleaning up video transfers, maybe they will offer some help.
I have heard of AviSynth scripts that detect black scenes for this purpose. I think John Meyer may have tried one once. BIG can of worms that could cost you a lot of time in learning curve and testing.
I think he's talking about blank (e.g. black) sections within events on the timeline, not gaps between events. Vegasaur and free scripts can easily check for the latter. AviSynth sorcery probably needed for the former.
The free Timeline Tools Vegas Pro Extension has Optical Scene Detection capability that can examine a video and recognize similar scenes by bracketing them with Region Markers. Blank Scenes will also be maked with Region Markers. After detection, you can delete unwanted scenes (Regions) from the Vegas timeline..
