There really isnt an audio editor in MS... you can adjust some audio properties, but for somethign like that you might want to look into Acid Pro, Sonar or Cakewalk. Cool Edit might even work for you for what you are looking to do.

Is the distortion in the actual recording, or is it being distorted during capture?

You might also try GoldWave.
They have a freeware version that is very feature-rich. I use it frequently.
