you can do it by 2 video track in vegas. Add your clip to Lower track (should be the background). Add your clip as your foreground in the upper track. Add BLUR FX to your background either in the clip(event) or in the track level.
You use the text or logo as a matte. Create two layers of the video, one blurred and one not blurred. Use the text to key the not-blurred over the blurred layer. Do a search for compositing and masks in the Vegas help file.
