There should be a parent track that controls the rotation of the other tracks. Adjusting the motion in the parent track should give you what you want.

One little tip that drove me nuts for a while.
If you delete all media from a track you loose the track motion keyframes. So if you want to replace the media on a track don't delete the unwanted old media first, you'll loose the track motion/pan/crop etc. Add the new media at the end of the old, then delete the old media and slide the new along. Or else Replace the media in the Project Media.
