Dragging Windows

I use a dual monitor setup and have been used to dragging the Media, Preview, etc., windows anywhere on the screens. Since all this dropped frame activity and VV4 reinstalled several times I find that whenever I try to drag these windows anywhere they always pop back to the docking area. I know there has to be a simple answer to this, but I have not been able to find it anywhere.
Please help me, somebody.

Control dragging on the vertical line just inside the left edge of the window should prevent docking. I'm not using dual monitors so I don't know if there's something specific to that setup.

Yes, that is what I have always been doing, even with the dual monitors, and it has always worked fine. But now, for some reason not clear to me, when I drag the window to where I want it, it pops straight back to the docking area as soon as I release the mouse button. Something must have changed when reinstalling VV4, or I have inadvertantly pressed a button somewhere. I have searched all through the Options and Preferences, and the manual, but can find no solution.
