The flight over the volcano was to make observations that could not be gained safely by other means. Safely meaning without potential for loss of life. Loss of the drone would have been unfortunate but worth the risk.
Shaun O'Callaghan is the person who took this. He's not a Vulcanologist, he's an extreme sports photographer and videographer. He's taken video of the Rio statue of Jesus from a hang glider with a GoPro camera strapped to his forehead. So this really had much more to do with cool, than with safety.
I just read that the FAA is investigating the fireworks drone footage. Looks like he may have violated, according to the FAA, their drone flight rules.
I'm guessing that far more people have been hurt by errant fireworks than drones falling out of the sky. You're sending explosives into the sky with a large group of people in the vicinity, what could possibly go wrong? Typically, the crowd would't be standing directly underneath the fireworks anyway, which is where the drone would have been flying. The FAA is having quite a time coming up with sensible rules for this new technology.
