Unfortunately, there is no auto-ducking in Vegas.
You can do this easily in realtime by applying an automation envelope.

Both Ultimate S and Excalibur have voiceover tools. I can't give you any insight beyond that.

There is an Auto Duck plug-in for Audacity - completely free, and does a good job, plus it's configurable by the user.

You can tall Vegas to use Audacity as the preferred audio editor; if you invoke Audacity via Vegas, then after you've edited the sound, it should be sent back to vegas as a Take (can't be certain that this will work with Auto Duck, though).

Yes it is possible.
The trick is to feed the kick drum into one channel of a compressor and feed what you want to duck into the other channel. You need to set the threshold, ratio, attack etc correctly. You would discard what happens to the kick drum channel.
The only extra tool you need is a freely available channel selector VST plugin to put after the ouput of the compressor.
