I posted this on the Vegas Cow forum, and no one had an answer.
I finally have V4+DVD, and created my first DVD with it last night. The workflow is definitely better with V4+DVD than with VideoFactory2/TMPGEnc/BeSweet/DVDWorkshop SE. But enough about that...
I created a new project in DVD Architect, picked the Wedding Theme, and dropped "wedding.mpg" onto the menu. I thought "wedding.ac3" would automatically be associated, but it wasn't. I navigated into the video object, and video set to "wedding.mpg" and audio was set to "wedding.mpg". The Disc spaced used was 3.5GB. I changed the audio to "wedding.ac3" and the spaced used jumped to 7.0GB. I deleted the audio reference completely and it was still 7.0GB I set the audio back to "wedding.mpg" and size went back to 3.5GB. I went ahead and prepared the DVD and the audio was compressed to AC3.
So what did I do wrong, or is this a bug? I'm using 1.0a.
BTW, the mpg and ac3 files were both rendered from the timeline in V4.
